In reply to your Despatch No. 410 of the
0) 5th. ultimo, I have the honour to inform you that Ordinance
No. 5 of 1902 has been already repealed by Ordinance No. 43
of 1902 a copy of which was forwarded to you under cover of
dua, my Despatch No. 544 of the 17th. December last, for the signifi-
cation of His Majesty's pleasure.

The part of Section 3 of Ordinance No. 5
of 1902, which relates to the paying of fees to the Land
Officer and his accounting for then, was omitted because
the Attorney-General, in whose opinion I concurred,considered
that the manner in which fees paid by stamps should be ac-
counted for is a matter of administrative direction rather
than legislative enactment. It is, without legislative enact-
ment, the duty of the Land Officer to render an account of
the fees paid to him.
